There are disposable ones like this but a different company makes a reusable plastic one. There are also instructional materials to teach women how to pee standing up without the aid of devices. Apparently some can even learn to do this without use of their hands.
The point as I always understood it is to provide options. If the stalls are full you could still use the guys urinals, or pee standing up behind a tree or something.
Here are some examples of why such things are used, Im a man, but its a great idea, how about going for a pee with your opposite partner, in some ways it can be romnatic :D ;P

I suppose the point is either for extreme penis envy or more likely, hygienic purposes.
